Why Kevin Warsh Fed Chair Nomination Could Disrupt Stock Market Rally in 2026 – News and Statistics

The Dow Jones Industrial Average, S&P 500, and Nasdaq Composite have historically tended to rise under sitting U.S. presidents. According to Yahoo Finance, the Dow or S&P 500 have posted gains during 26 of the last 33 presidential terms, a record extending back to 1896. However, in terms of annualized performance, Wall Street’s major indexes have fared better under the current President of the United States, Donald Trump, than under most other administrations. During his first non-consecutive term, the Dow gained 57%, the S&P 500 rose 70%, and the Nasdaq Composite surged 142%.

Since President Trump’s second term began on Jan. 20, 2025, all three indexes have again advanced by double-digit percentages. The evolution of artificial intelligence and record S&P 500 share buybacks have been cited as key drivers of this so-called Trump bull market.

Yet the stock market’s apparent health may be misleading. While several headwinds—including historically high valuations—threaten a downturn, the president’s choice to nominate Kevin Warsh to succeed outgoing Federal Reserve Chair Jerome Powell could be the factor that disrupts the current rally.

Kevin Warsh and the Federal Reserve

Jerome Powell’s final day as Federal Reserve chair is May 15. If Kevin Warsh receives the required majority vote from the U.S. Senate before that date, he will be confirmed as Powell’s successor, becoming the 17th head of the central bank.

On one hand, Warsh brings relevant experience: he served on the Board of Governors of the Federal Reserve from Feb. 26, 2006, to March 31, 2011, and was a voting member of the Federal Open Market Committee (FOMC), the 12-person body responsible for setting U.S. monetary policy. He was instrumental in steering the economy through the financial crisis.

However, Warsh’s plans to reshape the central bank conflict with the conditions that typically drive major stock indexes higher. He has openly criticized the Fed’s oversized balance sheet. Between August 2008 and March 2022, total Federal Reserve assets grew roughly tenfold to almost $9 trillion. Even after a period of quantitative tightening, the central bank still holds $6.7 trillion in assets, primarily long-term U.S. Treasury bonds and mortgage-backed securities.
