The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has highlighted 22 major offshore projects as part of a pipeline expected to drive fresh investment into Nigeria’s upstream petroleum sector.

According to a statement from the NUPRC on Wednesday, the projects were presented at the Nigeria Investment Forum 2026 in New York by the Commission Chief Executive, Mrs Oritsemeyiwa Eyesan, who was represented by the Executive Commissioner, Corporate Services and Administration, Dr Kelechi Onyekachi Ofoegbu.

The pipeline comprises 12 deepwater and 10 shallow-water developments, including Bonga Southwest, Aparo, Zaba Zaba, Owowo, Bosi and Egina South.

The Commission also highlighted recent capital commitments to projects including Bonga North, Obeta Gas Development, HIN Associated Gas Development and Iseni Gas Development.

According to the NUPRC, the Petroleum Industry Act 2021 has provided the foundation for reforms aimed at improving the regulatory framework and making upstream projects more predictable and bankable.

“Eyesan noted that the Petroleum Industry Act (PIA) 2021 has provided the foundation for restructuring the industry’s regulatory architecture, while subsequent government and Commission-led reforms are aimed at improving the predictability and bankability of upstream projects.

“Particular emphasis was placed on incentives for non-associated gas and deepwater developments, as well as measures designed to shorten contracting cycles and provide greater certainty around project economics,” read part of the statement.

The NUPRC has approved 120 Field Development Plans since 2024, representing more than $57 billion in potential investment, reflecting a significant pipeline of projects moving through the regulatory process.
