Did Amendment 3 pass in Florida?
Florida’s Nov. 3, 2026, general election ballots include three proposed constitutional amendments:
- Amendment 1: Raises the cap on Florida’s budget stabilization (“rainy day”) fund from 10% to 25% of general revenue, requires annual transfers into the fund, and sets conditions for withdrawals.
- Amendment 2: Exempts tangible personal property used in agricultural production or agritourism, that is located on agricultural land, from ad valorem taxation, effective for tax year 2027.
- Amendment 3: Increases the homestead property tax exemption on a phased schedule, requires a path toward eliminating non-school homestead taxes, restricts local governments’ use of property tax revenue, and lowers the assessment growth cap on other property.
Polls opened at 7 a.m. local time and will close at 7 p.m.
In Florida elections, the winner is the candidate with the most votes, even if they don’t win an outright majority. However, a 60% majority is required to pass constitutional amendments.
