
Homes England has picked the agents for the first and most lucrative lot on its £138 million property and financial professional services framework.
The framework is split into three lots and runs for four years. It replaces a previous two-lot framework that began in June 2022 and runs for four years. The panel will be used predominantly by the government’s housing body Homes England but can be used by a wide range of public sector organisations.
CoStar News understands the line-up of panel for the larger first lot, which represents around £96 million of fees, comprises: Aspinall Verdi, Avison Young, BNP Paribas Real Estate Advisory and Property Management, Carter Jonas, CBRE, Copping Joyce Surveyors, Cushman & Wakefield, Deloitte, Eddisons, Hartnell Taylor Cook, JLL, Knight Frank, Lambert Smith Hampton, Montagu Evans, Rapleys, Savills and Thomas Lister.
That list would see Copping Joyce and Rapleys added in place of Newmark, Roger Hannah, Sanderson Weatherall and Capita. There will now be a cooling-off period where other bidders can challenge the decision.
Homes England, the government housing agency, tendered its £138 million property services framework, one of the largest public sector real estate advisory contracts in the UK, last year.
The contract comprised three lots. The biggest is lot 1 – the £96 million property professional and technical services contract which takes in the full range of property services, including supporting acquisition and disposal activity, investment and appraisal services, property/asset valuation services, development structures and partnerships, design quality management and property management services.
The second element is the £18 million financial advisory services lot with 12 suppliers likely to be appointed.
The final lot is the £24 million development monitoring services. This will appoint specialist suppliers to assist in the delivery of monitoring surveyor services, compliance inspector services, and project and cost management services. It is expected that 15 suppliers will be picked.
